That still could turn into a real nice plant at this point.

Yes, should be fine. More light is in order, but when you transplant just bury it so that it has proper support and you have 2/3 of that stretched stem in soil.

how far from the plant should i put the light im using cfl

1-2 inches. CFL doesn't travel well. You want to put the bulbs right up on it but maintain airflow so you don't overheat it.

will i need to keep the cfl,s this close to the plants throughout the grow or will i need to have them at the top of the tent and if so when would i need to do that

Cfls always keep as close as possible 2-3 inches if not closer depending on heat?
