The Blizzard of 2013 wiped out meetings scheduled at the beginning of this week, including a special Town Meeting to decide on a medical marijuana bylaw proposal.
The special Town Meeting, scheduled for Tuesday night, Feb. 12, has been rescheduled for Tuesday, Feb. 26 at Pembroke High School at 7:30 p.m. That's a change of venue from the location this week, which was Pembroke Community Middle School.
In addition to the special Town Meeting being rescheduled, the public hearing scheduled by the planning board on the proposed medical marijuana bylaw has been rescheduled to Monday, Feb. 25 at 7:30 p.m.
Special Town Meeting voters will consider an article that would restrict medical marijuana treatment centers to the adult entertainment district in the Church Street and industrial park areas.
Article 3 would establish a zoning bylaw to regulate medical marijuana treatment centers, drug dispensing and cultivation businesses, which, according to the language of the article, can increase crime and harm public health, the business climate, property values and the quality of life in a community.
Selectmen, who are presenting the article, say zoning is the most effective way of dealing with the issue and that a moratorium would likely be thrown out by the state attorney general.
The proposed bylaw, drafted by town counsel Kopelman and Paige, P.C., would establish standards and procedures for local licensing of medical marijuana centers, medical marijuana infused products, manufacturers and medical marijuana cultivation operations.
Under the bylaw, no medical marijuana treatment center could be located within 1,500 feet of a residential district, school, child care establishment, another medical marijuana treatment center, or any establishment licensed to pour alcohol under state law.
All medical marijuana sales and distribution could only occur upon the licensed premises.
Medical marijuana infused product manufacturing would be allowed by special permit in any zoning district where commercial manufacturing of products is allowed as of right or by special permit.
Special Town Meeting will also consider Article 1, which seeks to rescind $2.6-million in borrowing previously authorized by Town Meeting, but which is no longer needed.
The borrowing amounts to be rescinded include $925,000 for a land acquisition and $400,000 for a Fire Department pumper truck approved in 2008; $806,342 approved for ball fields in 2009; and $239,743 approved for landfill capping in 2010, among other items.
According to town Treasurer-Collector Kathleen McCarthy, who is presenting the article, the measure would help the town's bond rating by getting the unused authorizations off of the books.
Article 2 asks residents to borrow $125,000 to engineer a traffic signal at Route 53 and Pleasant Street.
Pembroke has $1.3-million in state transportation bond bill funding for the traffic signal, which funds construction only, according to Town Administrator Ed Thorne.
