Guam - Senator Respicio withdrew, revised and re-introduced his bill to legalize medicinal cannibas because he says that the focus of discussions became distorted.
Respicio wanted to focus on the medical aspect of the bill however he feels too many people viewed it as a way to legalize pot. Now in bill 423 the senator has included a medical cannibas policy commission to help regulate the distribution of medicinal marijuana. "I'm hopeful this commission will constantly review this policy to make sure we're not doing anything to promote legalization of marijuana but rather have it available for medicinal purposes," said the senator. Respicio also removed the provision that would've done away with any penalties for possesing an ounce or less of marijuana.
