It is similar to a controversial move being considered in Oakland.
The Richmond council's strongest opponent to granting business licenses to medical marijuana dispensaries has done an about-face. Councilman Tom Butt now advocates allowing large scale growing operations as long as they are regulated and taxed by the city.
Last week the council passed its first ever medical marijuana law permitting dispensaries.
