Richland's newly promoted police chief Christopher Prokesh has resigned, according to city council member Kenneth Josey.

Josey said Prokesh was not fulfilling his duties as police chief.

This comes about two months after News 3 gave a special report about a copied video and police report in which Prokesh is depicted as firing a warning shot at someone suspected of misdemeanor marijuana possession.

The officer who reported Prokesh is no longer with Richland Police Department.

"It's universally concluded that you don't fire warning shots," said attorney Gary Parker. "This was not a warning shot."

Prokesh is a certified firearms trainer and has booked more than 17 years in law enforcement, with almost 1,600 hours of training.

"The mayor runs the show here," Parker said. "Much of this hiring, much of this problem, much of this is grounded in the kind of leadership that Adolf McLendon provides to the City of Richland," Parker said.

But Richland Mayor Adolph McLendon and City Attorney Tommy Coleman say they have no record of the incident at all.

"So far as I am concerned, it was stolen, and it is stolen property, and the police department is going forward with the investigation," McLendon said.

Coleman writes in a letter to News 3 that the city cannot locate the documents we requested.

"...the Chief of Police is no longer with the City of Richland. Prior to his departure, he had declined to assist the City in locatin and filing his records," Coleman writes.

Former Richland Chief of Police Jim Edge tells News 3 that is a lie and that he hand-delivered another copy of the police report to Richland City Hall.

An interim police chief will fill in until the city can find a replacement, according to Josey. Josey added that Prokesh did not mention the warning shot report upon giving his resignation.
