Questions about a Non-mm state

Hello, I was very curious on how you go about applying for a dispenserie lic. in a state where mm is illegal? or can you even do this?... reason being is that Wisconsin is very close this year in becomming a mm state, it will finally be on this years voting ballot, and alot of people in wisconsins government in the past are finally considering it...so basically i wanted to look into opening a mmd or at least be the first in our county to apply for one... if anyone has some helpful advice it would be greatly appriciated
