Is it normal for a plant to lose all its fan leaves durring the 4th week of budding.

It has been 6 weeks budding, mabey more, and the plants dont seem to have budded like they should. One plant is about 4 foot and the other 2 are about 16-20 inches. I can post pic if that would help. Its my first hydro grow. i will be purching a HPS ligh soon.
