Would it be okay for me to cut this dying leaf off of my plant? Or would it harm my plant? Also where would i make the cut since there are tiny branches sprouting at the end of it

Let it stay a Lil longer those node branches need to be bigger before you make them work alone....

That 3/4 dead one on the bottom? I'd take it off immediately, IMO, it's never a good idea to keep damaged/dying leaves around. The small benefit it provides the plant (it's far from the light) is not worth compromising hygiene. I'd add an inch of soil as well.

Cut it now. Right at the main stem. Will be good for it.
