Over the past three years, indoor Marijuana grow operations have proliferated in the Greater Toronto Area.
In the year 2001, 33 were discovered and dismantled in the City of Toronto. Last year, 2003, 140 grow operations were dismantled. In just the first 6 months of 2004, 168 operations have been dismantled within the City of Toronto.
Many more exist in our communities and continue to operate , undetected by law enforcement.
"Grow operations generate vast profits for Organized Crime. These profits provide the resources for Organized Crime to engage in all manner of illegal activity, including the importation of Heroin and Cocaine. The illicit drug trade is the gasoline that fuels the engine of Organized Crime and ultimately results in addiction, death, violence and all forms of crime and disorder," said Staff Insp. Dan Hayes.
Grow operations are located in our neighbourhoods. They present many risks to public safety, such as: fires, explosions, booby traps, mould, and noxious chemical exposure. In some cases, young children are living in homes that are being used for Grow Ops.
Violent armed robberies, shootings, stabbings and even murders have taken place in and around Grow Ops. in the Toronto area, as criminals struggle for control of the vast profits that are being generated.
Beginning in Jan., 2004, an investigation was commenced by the Toronto Drug Squad, the York Regional Police Service Drug Squad, Toronto Police Service- 42 Division Major Crime Unit, and the Toronto Police Service Proceeds of Crime Unit. The investigation was dubbed Project Caesar.
This investigation focused on a network of individuals who were associated to two retail outlets: Caesar's Garden Centre at 584 Gordon Baker Road, Toronto, and Jade Garden Trading at 335 Nuggett Ave., Toronto.
The investigation revealed that members of this network were actively involved in the setting up of grow operations in Toronto, York Region, and elsewhere, and were providing individuals with equipment, expertise, and in some cases marijuana seedlings. It was also learned that the organization was receiving and distributing the final dried marijuana product, ready for sale.
Project Caesar was concluded during a series of arrests and Search Warrants last Thursday, Sept. 9, 2004, and Friday, Sept. 10, 2004.
To date, this Project has resulted in the arrests of 42 people who now face a variety of marijuana production, trafficking and conspiracy charges. Five other people are presently the subject of arrest warrants and are being sought by police.
One Search warrant that was executed at 82 Kenhatch Boulevard, Toronto, on May 28, 2004, resulted in the arrest of one man, and the seizure of 70 pounds of dried, and individually packaged one pound bags of Marijuana.
During the course of this investigation, 36 grow operations were identified and dismantled in Toronto and York Region. A total of 16,724 Marijuana plants were seized.
The seized plants represent a street value exceeding $16 million
Also seized were 56 kilos of dried and packaged Marijuana with a street value exceeding $1 million.
$150,000 in cash was seized as proceeds of crime. Other valuable assets have been identified and are the subject of an ongoing investigation.
"It is anticipated that Project Caesar will have a significant impact on the ease with which illegal Marijuana Grow Operations have been proliferating in the GTA.
However, it is expected that these illegal operations will continue to flourish, until such time as the judicial system begins to impose jail sentences that will serve as a meaningful deterrent to those who are convicted of production and trafficking marijuana," said Staff Insp. Dan Hayes.
