Potential For Medical Marijuana Grows In Florida

The official variety of Charlotte's Web, a strain of marijuana that's used to help treat seizures in children with epilepsy and patients with severe muscle spasms or cancer, is expected to be grown in St. Johns County if a local nursery is awarded one of a limited number of licenses by the Florida Department of Health.

Loop's Nursery & Greenhouses has its headquarters off Old Middleburg Road in Jacksonville, but its main production facility is off Race Track Road in St. Johns County.

"And that's where we'll be producing Charlotte's Web," said David Loop, president of Loop's Nursery, which has been around for about 66 years.

Colorado-based Stanley Brothers Social Enterprises has licensed with Loop's Nursery "with the hope to bring their high cannabidiol brand of hemp, Charlotte's Web, to Florida" if a license is granted, according to anews release. Other areas that are licensed could grow a similar strain, but Loop's Nursery would be the only one licensed to develop the name brand.

St. Johns County officials plan to discuss the development at a commission meeting this month.

Under the deal with the Stanley Brothers, "We'll be the exclusive distributor of Charlotte's Web product for the state of Florida," Loop said.

Loop's Nursery is one of five companies eligible to apply for the exclusive state license to grow and sell medical marijuana in North Florida, according to a Times-Union report.

Florida has legalized some strains of marijuana that are low in tetrahydrocannabinol, or THC, and high in cannabidiol, or CBD, to help treat seizures in children with epilepsy and patients with severe muscle spasms or cancer.

The state has been accepting applications to grow Charlotte's Web since June, according to the Times-Union. There are other restrictions, including patients being put on a compassionate use registry if approved by their doctors.

The Florida Department of Health is reviewing the license applications, and a license must be approved or denied within 90 days unless a shorter time period is provided by law, according to Florida Statute.

"We are prepared to review applications and remain committed to getting this product to children with intractable epilepsy and people with advanced cancer as safely and quickly as possible," according to an email from Tiffany Cowie, communications director for the Florida Department of Health.

Loop's St. Johns County nursery is used to grow potted flowering plants, mainly for supermarkets, Loop said. If the nursery received a license, few changes would be necessary to get started.

Also, the nursery would be required to request cultivation authorization within 75 days of getting approval, and the nursery would have to be able to begin dispensing with 210 days of getting authorization to cultivate, according to the Times-Union.

Loop said the company could process the plants either in St. Johns County or in Duval. Loop's would probably dispense in Duval County, he said.

Loop said he decided to move forward with the idea after realizing his nursery qualified and after learning more about the product and how it helps people.

St. Johns County Attorney Patrick McCormack said the Board of County Commissioners will discuss the development at the next commissioners meeting on July 21.
