What happends if you don't transfer the plant from the starting cup to ground?

It means that when in a pot...the roots don't have anywhere to go or grow. So its called root bound. Google "root bound" and look at some pictures. You can just put it in a larger Pot until your done vegging, after vegging, well...two weeks after you stop vegging and go into flowering, the roots will stop growing.
