Pot Shots Won't Work

The Stockton City Council is taking a go-slow, get-it-right approach to an ordinance for medical marijuana dispensaries.

That's prudent, but it suggests that the city is trying to make perfect an ordinance to govern something that's anything but perfect.

The use of marijuana, under a doctor's supervision and for medicinal purposes, is allowed under California law. It isn't under federal law; although the Obama administration has made it clear it will not be sending out agents willy-nilly on drug raids of dispensaries.

Before California voters in November will be a proposition to allow the recreational use of marijuana.

Passage is uncertain and the reaction of federal officials should it pass even less so.

In that confused atmosphere, Stockton is trying to prepare for all eventualities.

That's tough enough on any matter and nearly impossible when it comes to the issue of marijuana, its use and its possible legalization.

We urge the council to keep working on this ordinance, not aiming for perfection but for workability.
