Sunday is the deadline for medical marijuana dispensaries to register with the state and owners who don't register could be shut down.
Temporary state offices are set up at the old dog track in Commerce City to help handle the traffic. The dispensary fees can be as high as $18,000.
Under the new rules owners cannot have a prior felony drug conviction and no felonies of any kind in the past 5 years.
"If we find that we will start to work the process for proposed denial and work through the rights and denial process," Dan Hartman with State Medical Marijuana Enforcement said.
"We have to have something, this is better than nothing, this is not the perfect piece of legislation, so they will work on it," dispensary owner Greg Besterman said.
The Medical Marijuana Enforcement Agency only has three employees.
The next state deadline will be Sept. 1 when each dispensary must certify it is cultivating at least 70 percent of the marijuana for its operation.
