Please help me identify

What Is all over that leaf?I have been fighting fungus gnats, I think that looks more like mites. I know you all on here will identify.
I am at 2 months and want to switch my lighting to 12 12 but not with some crazy infestation.
I just treated with Captain Jacks & neem oil.
Please let the comments flow.

Last pic is what the Neem, and Capt. Jack's did to my leafs.
Looks way worse after spray then before.
80 watt over head is only light on.
Hope I didn't kill my girls over white dust.
