No, it will rot and bring vermin. You should have buried the fish early in the spring to allow the fish to break down to compost, then started your plant off. Fish are helpful to plants once rotted down, and supply many necessary nutrients, primarily nitrogen.

A good soil infusion for nitrogen is blood meal or worm castings. It can make for a smelly grow room that is prone to pests though. You're better off using a good balanced nutrient mix.
