A glass jar overflows with cannabis buds on the cover of the December issue of ‘Philadelphia’ magazine.

The three-story package inside is a celebration of the city council's decision, which went into effect on Oct. 20, to decriminalize possession of 30 grams of cannabis or less (just under one ounce).

The lead article, “Pot is coming, Philadelphia” is a long, satisfying read that gives the reader some genuine understanding of how this all happened.

Writer Simon Van Zuylen-Wood attends an east-coast class run by California-based Oaksterdam University as a scene-setter.

"I’m here for day one of a four-day horticultural seminar — cost: $995 — in which the only plant that will be discussed is marijuana," the author tells us.

Soon, Van Zuylen-Wood segues into the weird way in which Philadelphia, sometimes a laggard in cultural affairs, found itself in the vanguard of the cannabis legalization movement.

"The story of how Philadelphia decriminalized weed begins like a bad joke," he writes. "Two federal convicts and a suburban mom walk into City Hall ..."

"Let’s start with the two criminals. One of them, Chris Goldstein, is an earnest 38-year-old activist and former public-radio broadcaster who co-chairs the city chapter of the national marijuana lobby NORML. The other, Nikki Allen Poe, whose real name isn’t Nikki Allen Poe, is a 35-year-old comedian and occasional joke City Council candidate. Both are serious potheads."

There are two more pieces in the same package, and both are very interesting:

People stopped with less than 30 grams of marijuana, about one ounce, will be fined $25, and those caught using it in public will be fined $100 or required to perform community service.

In neither situation will violators be arrested, taken to police stations, fingerprinted or left with a criminal record.
