Applying for a medical marijuana identification card would cost Pennsylvania residents $50 under patient and caregiver registry regulations the state Department of Health is proposing.
"Every day, we hear from patients who are desperately waiting for this program to be fully implemented," said Acting Health Secretary and Physician General Dr. Rachel Levine. "These proposed regulations for patients and caregivers to participate are one of the final pieces we need to have in place to launch the program sometime next year."
The proposal says the fee may be reduced or waived for those who demonstrate a financial hardship by including certain documents with their applications, although it does not name those documents.
Pennsylvania's law authorizes some forms of medical marijuana for those with specific medical conditions, and applications will have to include proof that that a doctor participating in the program has certified the patient.
Under the proposal, applications would also have to include the patient's name, address, telephone number, date of birth, as well as email address and driver's or photo ID license number, if applicable.
People applying to be caregivers for a medical marijuana patient would have to include that information for the patient and for themselves, as well as criminal background checks for themselves.
The department says it may deny a caregiver applicant if he or she has been convicted of a criminal offense "relating to the sale or possession of drugs, narcotics or controlled substances" during the last five years.
It also says it will check caregiver applicants against the state prescription drug monitoring program and may deny if he or she "has a history of drug use or of diverting controlled substances or illegal drugs."
The ID cards would be good for up to a year unless something changed with the patient, caregiver or doctor, the department said, and the state registry would be confidential.
