On Tuesday, Colombia legalized medical marijuana through a decree signed by President Juan Manuel Santos, which regulates the cultivation, processing, import and export of cannabis and its derivatives for therapeutic purposes. Colombia thus joins Mexico, 23 states in the U.S., and Uruguay, which all the use of cannabis for medicinal purposes. Chile, meanwhile, is considering decriminalization in draft legislation in Congress.

For Costa Rican David Bastos, the excessive amount of medicines was part of his daily life until he visited Colombia. This nine-year-old boy is diagnosed with Dravet's syndrome, which causes multiple daily seizures, reported Elmundo.cr, a Costa Rican Spanish digital news source.

The disease has even led to Bastos' being in a coma and his medications included 124 pills a month, causing the child to sleep up to 20 hours a day.

However, a trip to Colombia in early August where he received treatment with cannabis oil brought about a dramatic improvement in Bastos' health, and four months later, parents say that the child sleeps a regular night's sleep and is only taking one pill a day.

Bastos' parents, like other patients, are lobbying for the approval of a medical cannabis bill in Costa Rica which would allow them to buy the product legally.

The project is supported by Legislators José Alberto Alfaro of the Libertarian Movement and Marvin Atencio of the Citizen Action Party (PAC).

"With this we will improve the quality of life for many patients with epilepsy, with terminal cancer, with chronic pain where, from the scientific point of view, it is widely demonstrated how cannabis acts," said Atencio.

This project has generated great debate not only in the Congress, but also in different sectors of the population and is now being discussed in the Legislative Assembly, said Elmundo.cr.
