Outdoor plants getting too tall, about to flower

I live in a state where I can legally grow, but it has to be out of public view. My outdoor plants are starting to get too tall where they'll be visible over my fence, and based on what I've read online, they will likely begin flowering soon, since the summer solistace just passed. I can't see any visual changes yet though (no stretch yet).

Any thoughts on what I should do to keep them from getting too tall? Would topping this close to flowering be a bad idea?

Unfortunately, I don't have the option to move them anywhere else, and I can get in a lot of trouble if a neighbor sees them and reports me. Bringing them inside is not an option either.
