Definitely looks like you have a hermie.
Best to rip it out and start with new genetics.
If not you need have to check and remove all unopened ball sacks every other day, that might not seem like an issue now, but when you have 20 colas to check you are bound to miss one sooner or later, hence seedy buds with useless seed
