Odd growing experience

Sorry I’m new here and I apologize in advance if there’s a thread pertaining to my list of questions,
To make it short and sweet I have 2 plants that I started indoor back In February, they were slowly getting nute burn and nitrogen deficiencies , however as a last attempt of saving them I switched them to outdoor , mind you it’s been almost 6 months ! And it’s been a uphill battle in trying to figure out the balance but I’m currently using Alaska fish fertilizer and they’ve been loving it healthy and green no issues , but I really would like to know when there going to start budding or if there just immature at this point and not going to do much else , I’ve never experinced this as I’m used to doing indoor gross hydroponically but I now live in California so I was going to try an outdoor grow with the natural climate , here are some pics of the plants , the smaller three in the middle are over a month old ! Idk what I’m doing wrong but I feel like there not growing fast at all and it’s as if they’re remaining Almost stunted.
And I def overwatered in the beginning but now I only water every other day and in between will just very lightly spray the leaves and top soil to avoid the heat scorching the leaves and frying them. Any input is greatly appreciated, thanks.

Anyone know why The videos won’t post ? , but the strains are
Berry white (biggest oldest plant)
2nd biggest (lemon tree)
In the sage pot (wedding cake)
3 baby’s (blueberry pie)
 
The first two pics are of the oldest biggest plant (berry white) ,
The second pic is of the second biggest (lemon tree)
And then the smaller plant pic is of the (weddingcake) in the sage pot.
