I'm moving into a new place and I've got a GREAT grow closet perfect size and everything..but I've been using a grow box and now im done with that it was ghetto as fuck and now finally isnt useable..I'm looking for a way to lower and raise the cfls above the plants with no light socket or shelf to hang the lights from..any help??

You can make a frame that sits on the floor and rises up on 4 vertical members and finishes with horizontals at the top to tie it all together, out of PVC pipe and fittings. Then you can add horizontal members lower down that are adjustable for height. They can be lashed to the verticals w/ doubled up rubber bands or small bungee chords, and held at a certain height with hose clamps below on the verticals.

Kind of ghetto, too, but very flexible for size, shape and configuration. This is what I did once, and it worked pretty well, since I didn't want to hang from the ceiling.

I like PVC because it's easy to cut and work with and the elbows or tees can just be slip fit (not glued) for an application like this. Depending on the distance between supports, class 200 pipe is adequate.

Another option is chains hanging from hooks at the ceiling.

my cfl setup was seriously ghetto, i used a closet and kept the clothes rail in there, then just looped the power cord of the lights up and over it and duct taped it to itself. then i just removed the tape, reset the height and taped again when it needed to be moved up. wasnt the best way of doing things to be honest, but it was easy enough.

oh and i had those clamp work lights so i just took the reflector and clamp off and it left me with a power cord and light socket, used y splitters in them for 2 bulbs a peice.

I just built a 3.5' X 3.5' grow box, covered it in mylar, and hung a light by two crossmembers. For air circulation I am using an air cooled fan w/ a 6in Vortex exhausting air through the light. ITS AWESOME!
