need help wiring my light controller

I have a 4 outlet light controller (have never used such a thing before). Its a CAP MLC-4X master light controller
CAP MLC-4X master light controller - Growco Hydroponics.

My buddy the "electrician" wired it up for me, I don't think its correct. This is how its set up now.

Breaker box on the wall, wired direct to the controller (seems legit).
out of 1 port on the controller, wired to an outlet.
in the outlet is plugged the cord for the 1k light.


However no where in the route is the ballast? he left it sitting on the floor. how the hell that works out?

shouldn't the ballast be in between the controller and the outlet for the light?

After having a look at your controller . Yes the ballast should be in between the controller output and your light . I take it that both the light and the ballast have the same male plug ?
