Need CFL Lighting Help for Veg-Which is better?

okay so i have 2 cfl twist ins which im using for veg..btw i have two plants that just sprouted the first set of there leaves. Anyway, so i have both a 42w cfl and a three way 12w/23w/29w bulb(yes its only one bulb) there both big and i only have one lamp..which would i be better off using

how many plants are you going to be vegging with this one lamp?
you're better off using the 42w or maybe a 68w if your budget allows
