my seedling doesn't grow

Hi guys, it's Mrwhat, asking for help once again.

My growroom set up is:
60x60x140cm;
150w Led apollo4-like;
usb fan;
air extractor on top;
6,5l pots;
soil;

I'm beginning a perpetual growing, setting 1 plant every 30 days or so, and I decided to go with autos, keeping always 18/6h light schedule.
It's my first time for a perpetual setup and it's also my first time for a total-led-grow.
At the moment there are 2 plants (1 super skunk automatic, white label. 1 kritic 70, kannabia) in flowering and 1 seedling (kritic 70, kannabia).

Here comes the problem:
All my plants got stuck in the very first step after germination.
They got perfect cotyledons, but the plant seems blocked after the creation of the first leaves, which are 4 or 5 mm long. This thing didn't change for about 10 days and then, my 2 plants that are flowering, exploded in a wild veggie.

My new seedling (14 days old) instead is not responding to anything.
It is still stuck and the only thing coming up is the yellow on its tiny leaves.

I tried to change the led distance, but nothing seems to care to it.
Btw I can toss it and start again with a new seed, that not the problem.
I wanna understand why the seedlings are so shy and suffering in the very first step of their lives.

I hope someone could help.

what kind of soil are you using? how is the drainage? how often are you watering? what is your ph? are you adding nutes?? if so how often? can you get pics without the purple light, cannot tell what it is doing at all...

this is my soil, it already has perlite in it. I do not have added anymore.

The pot is full of soilmix, no "ad hoc" drainage, but is seems to work.

I watered 2 or 3 time just with some tap water, but I nebulize everyday (i also have put a dome, made with a bottle, to keep a high rh)

I don't have a PH reader, so I really don't know.

No nutes added till now; but it surely recieved some veggie-nute mix while nebulizing the other plants. It was a really light mix btw (max 25% strenght).
