Mutant roots help!

hı ı have a 4wk old (planted from seed on 9/10 so not even a month old veg now)cherry x grapefruıt straın that ı transplanted a lıttle more them a week ago
and ı see roots sprout underneath the buckets bottom and the plant ıtself ıs stıll really tıny,
the plant outgrew ıts seed pot after 3weeks
how can thıs be possıble ,ı have a few burned leaves (ım geussıng neem burns ,ı flushed and added theır fırst nutrıcıence )
should ı transplant ? pple flowr them ın the pot sızes that ı have em ın thıs doesny seem normal
what should ı do ????? any help ıs welcome thank u

That is to be expected.
Seedlings spend their first weeks building roots. Even plants with just their first set of true leaves can have roots out the bottom of a cup or small pot. Your plant looks pretty normal to me. How big is that pot?
I try to up-pot only when the plant is root bound. I shoot for twice: clone/seedling > 1 gal. > 7 gal. Once in 7 gal., I give them a week, or so, then flip. The pots sizes really depend on your space and how many you are growing.

ıts a 14lıter pot (7gallon ın amerıcan measurements ı geuss , but sınce ı just transplanted them and they have already outgrow theır new home ,should ı transplant them or leave them ın there ,ı have a closetgrow and ı was plannıng on flowerıng them ın these pots as well,seems as ıf that ıs not goıng to be possıble but my plant ıs stıll very bushy and shootıng alpt of new growth leaves and stems but sızewıse ıts stıll very short ??

You can flower in that pot or move them. It depends on how big you want to go.
14L = 3.5 gal more or less.
For less than one month, I think the size is spot on.

ı thought so too but sınce theır leaves are showıng burnıngs (happened after sprayıng them wıth neem oıl but ı also added theır fırst nutes that day so ım a bıt unsure what the maın factor ıs ,they do not grow ın sıze but keep gıvıng me more n more new leaves -_- ımagıme how squeshed the roots would be ıf ı flower them and they add ın sıze ,ım a bıt ınsecure as to what to do to be honest

Neem can burn leaves. I'd bet on that. Nutrients would take longer to show up if they are the culprit. Neem is more all over the leaf and seems to hit older growth harder for some reason. Nutrient problems usually have a pattern or something to help you identifying the problem. Since this just happened, I think you'd be looking at the mobile nutrients as the potential offenders. I'm not seeing that in your pictures. I know nothing about your soil or nutrients so I can't be much more help. Next time they need water, you could flush them with straight water to ease your concern over nute' burn.
