Personally I'd go with shop lights(fairly cheap considering the price of other lighting systems), just get 2 or 3 fixtures(4 or 6 bulbs), for good healthy mothers and lots of clones, I'd say 2ft in diameter for each plant.
I would also recommend doing your mother plants in dirt, I have mine in hydro right now and she actually grows almost too fast lol, I clip her like 3 times a week. I would also suggest topping rather than lst and supercropping too, but that's just my preference. I like that with dirt there is no noise from pumps. Just food for thought!
Oh and uhh, what strain you working with? If you're sprouting beans you could start tons of seeds and cull the plants with the genetics you least desire, trust me you want your mother plants to be excellent specimens, why flower out a plant that doesn't look as good as some other plants from the same strain?
