MEDICAL MARIJUANA IN MARYLAND APPROVED

The Maryland House of Delegates overwhelmingly approved H.B. 1222, the
Darrell Putman Compassionate Use Act, in a landslide 80-56 on Monday,
March 25.

The bill makes a distinction between patients who use medical
marijuana and people who use marijuana recreationally. It removes the
threat of prison by allowing a judge to impose a civil fine not to
exceed $100 on medical marijuana users, but also allows a judge to
impose a smaller fine or issue no fine at all. A conviction for
medical marijuana use would not result in a criminal record and would
be similar to a parking ticket.

This progress would not have been possible without the support we
received from the House Judiciary Committee, whose members supported,
amended, and approved H.B. 1222.

Their support was strengthened -- and in some cases generated -- by
your e-mails, which impressed upon them the broad support medical
marijuana has across Maryland.

Now that the committee members have followed through on our call for
compassion toward patients, it is time to thank them for their effort.

Please take a few minutes and e-mail the following 17 members of the
House Judiciary Committee and thank them for voting for the Darrell
Putman Compassionate Use Act. Your e-mails need be no longer than a
sentence or two. Legislators simply need to be aware of your
continuing support and appreciation for their vote on this important
bill.

Hearing for medical marijuana bill is set in Senate committee

The Darrell Putman Compassionate Use Act, House Bill 1222, has been
scheduled for a public hearing in the Senate Judicial Proceedings
Committee on Wednesday, April 3, at 1:00 p.m.

It is imperative that the committee approve this bill and send it to
the Senate floor as soon as possible. Only a few days remain in this
year's legislative session, which ends on Monday, April 8.

Please visit MPP's Maryland Web site today -- MD - MPP --
and send an e-mail to the committee members, asking them to support
H.B. 1222. It only takes a few minutes to select and submit a single
e-mail that will reach all 11 committee members.

Your correspondence will play a major role in whether these senators
support or oppose the bill.

In the House, for example, Del. Carmen Amedori, who had been a staunch
opponent of medical marijuana, switched her position and voted in
favor of H.B. 1222 because of the high volume of positive responses
she received from constituents.

Her counterparts in the Senate can be equally swayed by your feedback
and support.

This committee desperately needs to hear from you because they may be
inclined to defeat this bill. They killed last year's medical
marijuana bill with a 7-3 unfavorable vote.

On the heels of a major victory in the House, however, we have new
life. And with the support of Del. Joseph Vallario, chair of the House
Judiciary Committee, members of the Senate committee are more likely
than ever to heed your call for compassion toward patients.

Victory is within sight, but time is of the essence. This year,
patients in Maryland can rest easier with the knowledge that they will
not go to jail for using medical marijuana -- but that dream will only
become a reality if you and others across Maryland let senators know
today that you want H.B. 1222 to become law.
