Monday's Upland Police and Fire Committee meeting drew a small crowd of medical marijuana advocates.
The advocates spoke out against a proposed administrative citation ordinance that would allow the city to give citations for city code violations.
Potential violations include "general" penalties, including illegal businesses, such as medical marijuana cooperatives, which are prohibited to operate in the city.
Other violations include unmaintained yards, trash and debris as well as illegal commercial signs.
The committee heard a report from city staffers, and directed them to proceed with developing the ordinance, which will be brought back at a future Police and Fire Committee meeting.
The committee can then make a recommendation to the City Council.
