It's a drug that constituents said if used medically, it can solve some serious symptoms of disease.

"I happen to know someone who has benefited from it, and it should remain legal and be accessible," said Knoxville resident Karen Russell.

"I think that it's super useful, especially in this day and age with all the advancements that we've had and everything," said Frederick resident Shannon Burger.

But according to some, that doesn't mean it comes without its consequences when used recreationally.

"Young adults are getting it off the street and it's messing up their lives," said Lucinda Himelright.

The issue at hand for the Frederick County Council is whether medical marijuana could be grown in agricultural zones, like a secure greenhouse on a farm. Under the current law in Frederick County, it can only be grown in urban areas, like an industrial warehouse.

"It would have to be fenced. There would be an armed guard there and the question is, do we want to allow that in an ag zone?" said council member Jerry Donald.

After speaking with constituents across Frederick County, Donald said their views are mixed, but more residents are in favor of the current law.

"I think it's more controlled in an urban zone than it would be agricultural zone, but I do believe in medical marijuana," said Frederick resident Fran Heinbuch.

The state of Maryland is handing out up to 15 permits to grow medical marijuana for the entire state.

"It could be that even if this passes nothing changes, because you may not have anybody here who gets one of the 15 slots," Donald said.

Maryland is the only state in the four-state region that has legalized medical marijuana use.
