The Martinez City Council has delayed until Feb. 16 a review of a proposed medical marijuana ordinance originally scheduled for Feb. 2

The ordinance would create a nontransferable license, valid for one year and eligible for annual renewal. The proposal would allow one dispensary to operate for a six-month trial period, with a maximum of three allowed in the city after that.

Earlier this month, the Planning Commission endorsed the ordinance with several changes, including allowing only one medical marijuana dispensary to operate in Martinez.

Since 2000, Martinez has had an ordinance on the books allowing medical marijuana dispensaries, but has never approved one. The city's public safety subcommittee spent more than year crafting new rules with help from medical marijuana advocates.

Key provisions include criminal background checks for licensees, limits on the amount of marijuana patients may purchase and a requirement for on-site security guards and cameras.
