Thats the height you need to know, 12", once you know what stops growth i say pull it 2/3" higher so they continue to grow and keep pulling it up, until you get the height you want, you are potentially controlling the height of your plants whilst maintaining the highest intensity, therefore "getting your moneys worth" from you light. Rope ratchet hangers are a must, £10/£$15!
I also agree that 2/3ft(24/36") is high for flowering, i was keeping my 3w LED's (although not Reflectors) about 12" away from a blooming plant, but could easily have gone to 6" had i not needed to cover more ground with the light!
As long as the plant isnt showing signs of...discomfort and isnt in contact with any heat put out by the light then i say the closer the better! Always with that consideration to internode spacing and spreading light equally over you canopy.
This is just a theory, i have only been using LED since Nov '13, but it seems to be holding up for me anyway
