Many ventilation questions

Ok i am a newbie so bear with me here. My grow room is a small area in a basement enclosed by dry wall and beams built by someone that I assume was making a grow room. I would estimate the size at about 10x10. I know I need something blowing air in and out but I don't really understand where the air is supposed to go. Also I need to know how a carbon filter works and how effective it. Also if anybody has any tips that would help me additionally it would be much appreciated. Like I said I am a newb, I need the whole run down here. Thanks

Edit: by the way I have a lot of money to work with and I want to make it as safe as possible.

Just read all the grow room setup threads to gain some great info, then make your questions more specific once you know where you're going.
