Can sexing of my plants be done in veg state? How many weeks before plants show their sex?

Many strains will show preflowers while still in Veg, usually this starts between 4-6 weeks, but is not the case with all strains.
You can change to 12/12 at any time, you can even grow from seed @ 12/12 if desired. It all depends on how big you want your plants to get, what kind of training you're doing, how much you want to yield, etc..

Get a good 30X to 60X magnifying glass/eye loupe and you should be able to roughly determine the sex before you enter veg. Like Antics said, it's totally up to you when you go 12/12. A lot depends on how much the particular strain will grow in flowering. If it is expected to double in size you have to plan for that, and a lot of that depends on your grow area and the space you have available. You don't want a plant that gets too big for your space.
