Springfield, Mass. — The City Council's Health and Human Services Committee will meet with Hampden Care Facility Inc. at City Hall on Wednesday to discuss the proposal to put the city's first medical marijuana dispensary in East Springfield.
Hampden Care Facility Inc. wants to turn a building located at 506 Cottage Street into a medical marijuana dispensary, but some city councilors want to address their concerns before they give the company the go-ahead.
The decision could come down to the Host Community Agreement between the company and the city. Some city councilors have expressed concerns about a clause in the agreement that would make them the only medical marijuana dispensary in the city for at least 10 years.
That clause would prohibit the city from issuing letters of support, or non-opposition to other companies that want to build dispensaries in Springfield.
The agreement also has its perks, including a donation clause that could could boost the city's economy. Under the agreement, Hampden Care Facility Inc. would give the city 3% of its gross revenue in 2017. They would also give the Springfield Police Department $50,000, a donation that would continue annually.
The money given to the city would start increasing every year, reaching 4% of the dispensary's gross revenue in 2018, 5% in 2019, and eventually, 7% in 2024.
The agreement also includes a clause that would require the company to give at least 33% of its jobs at the dispensary to Springfield residents, at least 15 of those jobs would be full-time.
The subcommittee is expected to review that clause during a meeting with Hampden Care Facility Inc. at 4 p.m. on Wednesday.
If they do reach an agreement, the City Council could vote on the proposed host agreement within the next couple of weeks.
