The Massachusetts House passed a sweeping rewrite of the voter-approved marijuana legalization law Wednesday night, setting up a showdown with the Senate, which is expected to greenlight a much more modest adjustment of the law Thursday. After the Senate passes its version, the two chambers will try to reconcile differences in a closed-door conference committee.
Here's an overview of the House version:
1. Total pot taxes would rise to a mandatory 28 percent, from a maximum of 12 percent.
2. Municipal officials, instead of local voters, would have the power to ban marijuana shops and farms from their community.
3. It would take pot-industry oversight away from the state treasurer, instead creating a commission appointed by elected officials.
4. It would merge oversight of recreational and medical pot markets, install strict requirements for testing and pot packaging, and mandate sharp restrictions on marijuana ads.
5. Growing, buying, possessing, and using limited quantities of marijuana would remain legal for adults 21 and older.
