Low light issue

I started some seeds indoors. These plants have apparently received too little light from a southern facing window and started to flower before I could get them under a grow light. They are now under a 6700K CFL grow light on a 20 on/4 off cycle. They don't seem to be growing; it's been about 4 days of CFL light exposure. It will be at least 3 weeks before I can get them in a grow tent with an LED grow light and temps in the high 70's

Will these plants go back to veg and start growing again?

Strain: White widow
Hydroponically germinated and transplanted in garden soil
Temp: Only about 63F
Distance from lamp: 17 inches

If they are photoperiod plants, then yes they will eventually reveg, or at least grow more vigorously, though a CFL is more of a nursery lamp
Think I would up-pot into some good fresh compost, and possibly even pinch the top flower off??

Really important if these were photoperiod or autoperiod seeds.

"Hydroponically germinated.." sounds interesting. Was this the soak and then put between paper towels method?

63F is somewhat cool for smaller or younger plants.

I would think it is more important to know the wattage of the "CFL grow lamp" than just the 6700K which is the color temperature.

The cool temperature and the wattage of the light might be what is holding the plant at a maintenance level instead of an active growth stage.
 
The seeds are feminized - forgot to mention that. I'm working to get the temp up into the 70's. Wattage on the CFL is 96 watts.

I usually use an Aerogarden to germinate seeds but I don't have it available. I used Italian Ice cups with Aerogarden inserts to start the seeds. Soaked 'em for 16 hours then put them in the pods and stuck them in the cups with water and nutes.
