Light question

We got a 2 foot long, 2 tube, T5 fixture (52 total watts at 6500k) and a 4 foot, 3 tube T8 (96 total watts at 6500k) for a total of 146 watts at 6500k. This is the light we have our mother plant, freshly rooted clones, and our sprouts under. My question is, is this enough light? It doesn't seem to be making them grow much. They do appear to be healthy although I would like to see them a little deeper green. Anyway, is this enough light?

Its a 4 x 8 foot tent. We have the plants all in one end of it though. I wish I could post a picture but I can't. We have them a matter of a few inches from the lights. The sprouts and clones are about three inches and the prospective mother is about two inches from the lights.
