Lemon Haze - Week 5 in flower

Hi guys it's my first haze grow. 5 weeks into flower these are very fluffy yet and the top colas are not 1 they are scattered is this normal ? And will the buds join and fatten up they look like corns on the cob and not much leaf like I'm used to growing cheese or blueberry ??
