As voters go to the polls today deciding whether to legalize the cultivation, possession and use of marijuana, a few cities have imposed bans on its use.
The La Mirada City Council will decide at its 6 p.m. meeting today whether to impose a 45-day ban on the use of marijuana in the city. The San Dimas City Council has a similar ordinance on its 7 p.m. Wednesday meeting agenda.
Five other Whittier- and San Gabriel Valley-area city councils already have approved similar bans.
"If (Proposition 64) were to pass, it would take effect (Wednesday) and we want to have the rules in place to insure that we're ready," La Mirada City Manager Jeff Boynton said.
La Mirada already has a ban on medical marijuana dispensaries for many of the same reasons it would enact the new ban, Boynton said.
"There are still a lot of questions about (marijuana) and it's still illegal at the federal level," he said.
The other five area cities that also have approved 45-day bans - also called moratoriums - include Covina, Diamond Bar, Montebello, San Marino and Temple City. These 45-day bans can be renewed for more than a year.
"We want time to analyze (Proposition 64)," said Covina Interim City Manager Don Penham.
Penham said the council wants to determine what makes the most sense for the city's position.
Diamond Bar approved an ordinance Nov. 1 calling for a permanent ban and it will go into effect 30 days later.
The El Monte City Council is expected to take up a ban at its Nov. 15 meeting, Mayor Andre Quintero said.
"We just want to make sure that assuming the law passes, we can have a ban in place so we can consider our long-term options," Quintero said.
Unaffected by the city bans would be the right to grow up to six marijuana plants within a resident's home or inside another structure on the property.
