Kansas House Panel Advances Proposal To Legalize Medicinal Marijuana

A bill that would legalize the use of medicinal marijuana for seizure disorders will head to the floor of the Kansas House after being passed out of committee Monday afternoon.

The legislation is more narrowly tailored than other bills to legalize medical marijuana. House Bill 2282 legalizes the use of only cannabis with 3 percent THC content, not enough to get someone high, and after it was amended by the committee it would only do so for sufferers of seizure disorders.

Rep. John Wilson, D-Lawrence, introduced the bill after being approached by constituents whose son suffers from a rare seizure disorder. The boy and his family have since moved to Colorado, where marijuana is legal. According to his father, who testified before the committee earlier the month, his condition has improved.

Several parents of children spoke before the committee earlier this month at an emotional hearing where one boy suffered seizures, which noticeably left an impact on members of the committee. Rep. Don Hill, R-Emporia, called for compassion for the families and said moving the bill out of the committee would send a positive signal.

Rep. Dick Jones, R-Topeka, was one of the few lawmakers to vocally oppose the legislation. He argued that legalization of medical marijuana in Colorado had opened the door to recreational use. "Can we not sort of stop and watch them for a year or two and see what happens?" Jones asked.

Rep. Barbara Bollier, R-Mission Hills, pointed out that hemp oil differs from smokable marijuana, which Colorado approved. She also reminded Jones that the current medications children take for seizures have, in some cases, detrimental side effects, and that current law prohibits Kansas doctors from studying whether hemp is a better alternative.

"You have to weigh those things out," said Bollier, a physician. "That's medicine."
