Is this plant a mutant or just retarded

plant was born 9/12...growing under cfl...23000 blue lumens...12000 red...grow rm is 28 sq ft..but because i'm only growing 1 plant i have a partision up...a lot of light for 14 sq ft...fed no nutes,,,watered with rain water...all lights are within 4 inches of plant...seems to be growing out instead of up...plant stem is size of pencil...has 6 nodes...and is 4 inches tall...pot is 14x12[img temp is 70...hum 40

Just a seed from a bag...just practicing...waiting on seedsi ordered...going to start a journal..right now i am getting rm ready...lights etc this plant is growing funny...i hope its a f....just thought i would show this...u don't think something is wrong with this plant?
