Is this overwatering? Wind stress?

Unkown breed: lebanese seeds from a valley
Vegetation: 8 weeks
Flowering: day 24
Light: 250 true watt
Pot size: 7 gallon
Medium: peat moss( only available in my country)
Last feeding: one month ago 20-20-20
Room size: 2.5x 2.5 ft
Watering: once every 4-5 days
Temperature: 26-29
Problems: had nitrogen toxicity and some spider mites which i sprayed some neem oil on.
The buds are not growing fast, theres a lot of clawing, upper leaves are super tiny, the plant in general ddnt grow big or produce big fan leaves.
Lower inner leaves are changing color as you see in the photo.
The plant is not light green as the photos show its the light effect, but theyre not super dark green. Any advice which problem
Im facing.

This is a nutritional problem, not an over watering problem. One application of nutrient a month ago is not providing what is needed, since peat moss has zero nutrients in it. Give them another feeding and lets see what happens.
Im wondering. Im not sure just wondering, the leaves i plucked in the photos are dark green; which if i refeed i expect the plants to go into a nutrient burn again. No?
 
majority of plant is light green try to not feed as strong but weekly for a bit, you are in pure peat moss so that is sorta like my promix without the perlite and lime and I get told to feed weak nutes every time as it doesn't hold any of the nutes

Yes, but that is because of the nutes you are using, which are not appropriate for this job. If you had better nutes that you could lightly apply each time you watered, that would be much better. Your choices are simply give too much or starve your plants.... you really have few options at the moment other than trying your feed again, maybe at a lighter dosage, and see what happens.

The leaves are way greener that what they look like in the photos. Its the LED i guess.
I refed them today and adjusted my fans not to hit the plants anymore. Cause most of the curling was on the upper leaves, the lower ones dont seem to have a similar problem
