Is it time to harvest?

This plant is 36 inches tall, white widow, grown indoors
under four 14 watt florescent tubes, yup 4 x 14
The plant was 2 months old when I put it into the budding stage.
In the budding stage 5 weeks. But I read that when the pistols are
70-80% brown, it's time to harvest.
Probably b/c of my crappy wattage but the lower buds are still
mostly white. Should I just clip off the top buds now & let the plant continue,
wait a while longer or what.

To all, I'm sorry. I posted this thread & then read that it's not for questions. I do find the site a little hard to navigate & I don't know how to move the thread
