Illinois: Marijuana Dispensary Remodeling Begins

Remodeling of the former Illinois Department of Employment Security office in Marion has begun, making way for a marijuana dispensary.

Terra Herbal Health, LLC was named the recipient of a medical marijuana dispensary license for Illinois State Police District 13 which includes Franklin, Jackson, Jefferson, Perry, Randolph, Washington and Williamson counties.

Owner Brian Fox, who has a background in medical sales and technology.com startups, has two other partners in the business which will occupy the 8,000 square feet facility in front of the Williamson County Airport.

"We should be starting this week on the building," Fox said Monday. "We're getting really close, working out the security plans with the designer."

As a result of having a large facility, Fox said the owners will offer massage therapy, spa treatments, acupuncture, possibly chiropractor services and education services.

"We'll have an all around complete wellness center," he said.

The business will be named Stage Wellness Center by Terra Health and will be open from 10 a.m. to 7 p.m. seven days a week.

"We should be ready to go by mid-summer, but obviously, we have to wait on the cultivators to have a full opening. We plan on doing a lot of ramp out before being fully stocked," he said.

Fox added since patients can only choose one dispensary, it's important to be pro-active immediately.

"We're hoping we can capture a lot of patients right away. We want to make sure we can build up our patient base sooner than later," he said. "It's a slow process and not a whole lot of doctors in the state are recommending cannabis right now. We think these numbers will increase once the dispensaries open."

Fox said he plans to hire two managers and a staff of about six to eight employees initially. He said two security guards will be on site at all times.

As for choosing Marion as the location for the dispensary, Fox said it is ideal because of its proximity to St. Louis and it's a "little more southern" than other recommended sites.

"Once I got the mayor's endorsement, that's where I wanted to be," Fox said.

Approximately 19,500 citizens have logged onto the Illinois Medical Cannabis Pilot Program patient registry application website since the Illinois Department of Public Health (IDPH) began accepting applications on September 2, 2014. Of those, approximately 2,700 have submitted an application. IDPH has issued approximately 2,000 approval letters, according to the department's web site.
