If an auto doesn't autoflower, is it?

Three different times I have ordered auto seeds from gyo seedbank that didn't autoflower and turned out to be photoperiod. I haven't had that happen with any other seedbank. So if an auto doesn't autoflower is it most likely that they just sent the wrong seeds and it's a different strain or is it possible that it's the right seeds that just have something genetic wrong that stops them from autoflowering?

And just fyi they use these bubble packs most of the time. In this pack the Blackberry Kush Auto supposedly from Dutch Passion and the Tangerine Auto 5 pack both turned out to be photoperiod.
