Its for cloning. You dont use one for actual plants or sproutlings.

To add on to Jimmy's comment regarding the "why" you use a humidity dome...plants take in water through their roots. Well a cutting from your plant you hope to clone has no roots so to ensure that they are getting the water they need during this time in between cutting and root formation you need to ensure that humidity stays high. By using the dome you trap the water in the air and keep the plant fed. Once it establishes roots you can remove the dome.
