Hey Havocsm1, Welcome to 420 Magazine.
Your seedling looks great. I see you are letting it dry out good between watering. Once the cup is light give her another drink. I'm guessing the bulbs you are using are only "equal to" a 60 watt bulb? Should be fine for a seedling but she will outgrow those lights real quick.
Hard to tell from a photo but she looks like she's ready for a drink.
