How to know when plant need transplant?

HEy it's my first time growing and i don't know when plant need transplant. My plant is about 16 days my first transplant when she was 8days. it's only 8 days in the new pot but i see routs in bottom. her how my pot and she look. and my pot is about 20cm height

If you hold your hand over the soil, with the stem between your finger,

Then tip the pot over, you can lift the pot up and see the rootball.

yes i know it but how to untedstand when rootball is good and plant need transplant ?

Having missed the opportunity to do so previously, let me start by welcoming you to the 420 Magazine site and community of members that gathers here.

A decent rule of thumb to judge a plants probable root site without disturbing it, is to compare the foliage to the container size. A typical healthy root zone will be in the range of 60%-80% the size of the foliage it supports. So if your estimation of the pot size is correct @20cm you should consider transplanting again just prior to the foliage achieving the around 30cm (assuming you don't do any pruning to the foliage).
