Not really all that much. Just enough to show the roots where to go. Do not soak the medium. Also make sure it has enough light so it doesn't get too leggy.
There are a few schools of thought on watering, especially considering the medium. Coco is a watering every day, I like SIPs (link in my sig), and if you're in soil, Emilya Green's Em's Watering Thread is a really good place to start to learn proper technique.
Hi Bill. The turkey baster is exactly what I have been using. Just not sure how much water to be using. I have a few seedling that I got started just fine, but a few others that didn't fair so well.

It’s a touch easier in coco than soil.
Also with my layering method that makes it easier as well.
But soil isn’t that difficult though.
Just try and not water directly on the stem.
The roots will chase the moisture.
Always in a circle away from the center.
